Strategically located. Designed & engineered for long-term supply.
Who we are
We are a southwest Texas-based industrial park operator that supplies critical materials for infrastructure, construction, and industrial development. Our operation is built on long-term reserves owned by Cowboy Natural, and an aggregate production facility owned by Cowboy Aggregate with its modern processing capabilities. We produce efficient logistics, ensuring consistent quality and dependable delivery for projects of any scale.
Market Opportunity
We are meeting demand in a rapidly growing market. Texas leads the nation in construction activity, with continued population growth and historic infrastructure investment driving unprecedented demand for aggregates. As supply tightens and transportation costs rise, dependable local sources have never been more critical.
Aggregate Demand
Texas consumes ~300 million metric tons of aggregate annually (#1 in the U.S.). Construction inputs required for homes, highways, hospitals, data centers, and public infrastructure.
Aggregates are recession-resistant due to sustained government and private infrastructure spending.
Texas Triangle Shortage
75% of the Texas population is concentrated in the Triangle, with a documented aggregate deficit of ~10 million tons in 2023, and 30M+ tons annually projected by 2028.
Constraints on new supply include regulatory barriers, long permitting timelines, and depleting legacy quarries.
Growth Drivers
Population growth expected to reach ~45M by 2040, with $148 billion in statewide infrastructure investments.
Corporate relocations and industrial expansions in tech, manufacturing, energy, logistics are expected to continue in the state.
Operations & Advantage
We are built for scale and designed for reliability. Our vertically integrated operation—from extraction to delivery—ensures efficiency, quality control, and consistent output at every stage of production.
With access to both rail and truck distribution, we provide flexible, cost-effective delivery solutions to meet project timelines and budgets. This integrated approach reduces dependency on third parties, improves supply certainty, and allows us to respond quickly to changing project demands.
Positioning
Strategically Located
Texas is the largest aggregate-consuming market in the U.S., driven by rapid population growth, industrial expansion, and sustained infrastructure investment.
TI has direct access to major growth markets, enabling efficient delivery across the Texas Triangle and beyond.
Future-proofing
A structural supply deficit exceeding 30 million tons annually is projected in the Texas Triangle by 2028 due to regulatory constraints and accelerating demand.
Our high-quality limestone reserves will support decades of consistent production and reliable supply for large-scale infrastructure demand.
Unique Rail Access
Rail and truck access provide flexible, cost-effective distribution, ensuring materials reach job sites on time and at scale.
This project is the only limestone quarry in Texas with direct access to both Union Pacific and BNSF, enabling efficient distribution and logistics redundancy.
Under Construction
A development-ready operation already under construction, Cowboy Aggregates’ main plant is scheduled to open in Spring 2027.
All permits are in place, allowing construction and operations to continue without entitlement or regulatory risk.
Products & Applications
